Bremen to Introduce Teacher Work Hour Tracking from 2026

As the first federal state in Germany, Bremen is set to commence a pilot project for tracking the work hours of teachers from August 1, 2026, in selected schools. The initiative was announced by the Ministry of Education following a decision by the Bremen Senate.

The project involves teachers utilizing an app to record their hours, with schools being chosen for the pilot project by the summer holidays, ensuring a diverse mix of school types and professional groups. The authority aims to define teachers' tasks and target work hours, and develop the necessary technology.

Teachers participating in the pilot project will document their work hours for a year using the app. A working group will oversee the project, with results anticipated by early 2028.

The education senator, Sascha Aulepp (SPD), emphasizes the potential profound impact on schools, teachers, and principals. "We are approaching this initiative with care, allocating sufficient time for planning, guidance, and evaluation," Aulepp said.

In 2022, the Federal Labor Court declared that all employees, including teachers, must fully document their work hours. Previously, the school works council demanded that Bremen teachers start tracking their hours this summer, but court efforts were unsuccessful due to political and legal decisions against the initiative.
