Instead of focusing on the more traditional hard power tactics, such as military spending and economic sanctions, soft power is about winning hearts and minds through cultural diplomacy, ideological appeal, and attractive behaviors.
The now-infamous "Good Neighbor Policy" introduced by former US President Franklin D. Roosevelt (you may have heard of him) serves as a prime example. As a result, the US managed to spread its influence across Latin America, showcasing the sway soft power can exert.
Fast forward to the present day, and we've got none other than the current US President, Donald Trump, treading a rather different path. Since taking office, he's reduced "soft power" measures, such as slashing foreign aid and tightening the screws on international students in the US. At the same time, Trump has prioritized bolstering "hard power" moves like hiking military spending and sanctions.
In an interview with news agency AFP in February, Nye voiced his concerns about Trump's approach to power, stating, "Trump doesn't really understand power. He only thinks in terms of coercion and payment." According to Nye, the President misinterprets short-term successes for long-term impacts. "Hard coercive power, like the threat of tariffs, may work in the short term, but creates long-term incentives for others to reduce their dependence on the US," Nye added.
During his tenure with the Carter and Clinton administrations, Nye primarily focused on nuclear policy. According to his long-time Harvard colleague Graham Allison, Nye will also be remembered for "contributing both intellectually and practically to preventing a nuclear war."
