Four in Five Eligible Children Miss Out on Education Package

A nationwide study reveals that four out of five eligible children from financially disadvantaged families are not benefiting from the Education and Participation Package. Katja Reiner, from the Paritätische Welfare Association Baden-Württemberg, demands flat-rate payments to families to ensure the support reaches those in need. Meanwhile, the federal government plans to increase the participation allowance.

In Rhineland-Palatinate, only 9.1 percent of eligible children receive participation services, one of the lowest rates in Germany. The German states with the lowest usage of the package are typically those in eastern Germany and some rural areas, where structural issues and demographic challenges such as population decline and limited access to services contribute to lower utilization. Possible causes include bureaucratic hurdles, lack of awareness, and reduced institutional support in these regions.

In Baden-Württemberg, only 16.4 percent of eligible children receive the participation allowance, with five out of six missing out on funding for sports, music, or leisure activities. There are significant regional differences in both Baden-Württemberg and Rhineland-Palatinate in the utilization of the participation services. The Paritätischer Rhineland-Palatinate/Saarland and Paritätischer Baden-Württemberg call for reforms to reduce bureaucracy and increase access to the Education and Participation Package.

The federal government plans to increase the participation allowance from 15 euros to 20 euros per month. However, with only a small fraction of eligible children currently benefiting, there is a clear need for reform to ensure that the support reaches those who need it most. The Paritätische Welfare Associations call for reduced bureaucracy and increased access to the Education and Participation Package.
