Encouragement for Educational Professionals' Job Performance

In a significant move towards improving the working conditions of educators in the Kuban region, a meeting was held on Monday in Krasnodar. The gathering, chaired by Yuri Burlachko, the chairman of the Legislative Assembly of the region, saw the participation of key figures such as Sergei Usenko, the chairman of the regional Audit Chamber, Elena Vorobyeva, the regional Minister of Education and Science, and Alexander Knyushov, the regional Minister of Finance.

The discussion focused on support measures for Kuban teachers, with a particular emphasis on those working in rural areas. As part of the 'Zemsky Teacher' program, educators who take up posts in rural schools are offered a one-off payment of 1 million rubles for any purpose. In addition, teachers living and working in rural areas receive compensation for housing, heating, and lighting expenses.

Yuri Burlachko also raised the issue of providing monetary compensation to educators for rental housing in each municipality. In response, it was reported that as of this year, the city of Krasnodar has introduced a one-time payment of 1.5 million rubles for school and kindergarten educators to improve their housing conditions.

The conversation extended to financial support for the advancement training of educators and the introduction of dual education models for training, aiming to improve attractiveness and practical training, especially for those working in rural areas. The discussion involved ministers from the coalition parties CDU/CSU and SPD, with references also to the Green party representatives in the Bundestag.

Viktor Chernyavsky, the chairman of the relevant committee of the ZSK, proposed further improvements to the legislation regarding housing issues for educators. He also emphasized the need to consider increasing the compensation for educators in rural educational institutions for purchasing firewood for heating.

Around 100 educators have benefited from these payments in the first half of the year, with another 1269 educators utilizing their right to receive a 1 million ruble payment for the initial down payment on a housing loan from 2022 to the 1st quarter of 2025.

Yuri Burlachko emphasized that support for educators is a top priority and that serious attention is paid to this issue at both regional and municipal levels every year. He also highlighted that providing teachers with social support measures is relevant and much is being done to support and raise the status of teachers.

The meeting concluded with the adoption of a resolution containing recommendations and proposals for further improving the support measures for Kuban educators. Furthermore, the department of education in Kuban continued to improve the system of remuneration for labor in state and municipal educational organizations in the 2024-2025 academic year.

Since 2020, the 'Zemsky Teacher' program has attracted 364 specialists to the region, marking a significant step towards ensuring quality education in rural areas. Various types of social assistance have been introduced for pedagogical workers in educational organizations in Kuban, further demonstrating the region's commitment to supporting its educators.
