Contrived Blueprint for NCAA Succession by Cody Campbell Developed at a Texan Policy Institute
In a significant shakeup for college sports, a new for-profit organisation known as the College Sports Commission has taken over some regulatory authority from the NCAA. This change comes as billionaire oilman and Texas Tech mega-booster, Cody Campbell, has proposed a replacement for the NCAA.
Campbell's plan, which closely mirrors a blueprint put forth by Derek Cohen, a researcher at the Texas Public Policy Foundation (TPPF), calls for a federally chartered replacement for the NCAA. The proposed organisation, named the United States Collegiate Athletics Corporation (USCAC), is similar to the U.S. Olympic Committee and aims to address the issues faced by the NCAA due to court cases and its internal structure.
After Cohen's articles were published, Campbell emailed them to Texas Tech athletic director Kirby Hocutt and vice chancellor Eric Bentley, indicating that Cohen's writings influenced the reform effort Campbell is currently promoting on Capitol Hill. In an interview, Cohen stated that he and Thomas Lindsay, the foundation's higher education policy director, co-wrote the articles that proposed the USCAC without any input from Campbell in his capacity as a TPPF board member.
The TPPF, despite being better known for championing limited government and deregulation in Texas, has proposed the idea of a federally chartered organisation as a replacement for the NCAA. This proposal, while largely going unnoticed, has had a significant impact, as it seems to have resulted in House Republicans deciding to postpone bringing the GOP-backed SCORE Act to a floor vote this week, after several members reversed their support for it. The SCORE Act, if passed, would reinforce the NCAA's authority and protect it from antitrust lawsuits.
Since May, Campbell has launched a nonprofit named Saving College Sports to advocate for his reform plan and has been actively lobbying lawmakers. The future of college sports remains uncertain, but with influential figures like Campbell and Cohen pushing for change, it's clear that the landscape may be shifting.
Cohen, while advocating for the eventual replacement of the NCAA, expressed some sympathy for the organisation, which has already lost some regulatory authority to the new, for-profit College Sports Commission. Despite the challenges facing the NCAA, it remains to be seen how Campbell's ambitious plan will unfold and whether it will bring about the change he seeks in college sports.
