Acting Leader of Human Resources Management
Ovnelle O. Millwood has been appointed as the Acting Chief Human Capital Officer (CHCO) at the National Archives and Records Administration (NARA), following her role as Deputy Chief Human Capital Officer (DCHCO) which she assumed in August 2024.
Before returning to NARA, Millwood served as DCHCO at the U.S. Citizenship and Immigration Services (USCIS). Her career in human capital management began in NARA's Office of Human Capital, where she held the position of Director of Strategy and Analysis.
Millwood's approach to human capital management is rooted in data insights and innovative strategies. Her focus is on enhancing workforce recruitment, retention, planning, and organisational development. She employs data analytics and workforce planning expertise to identify organisational strengths and potential risks, while simultaneously driving employee engagement and improving performance.
As a certified Internal Federal Coach and Conflict Mediator, Millwood further supports leaders in reaching their full potential and fosters a culture of individual growth and strong leadership within the organisations she serves. This approach has been instrumental in improving employee engagement and organisational performance at NARA.
Millwood's academic background is equally impressive. She holds a Master of Science degree in Human Resources from the University of Maryland Global Campus, reflecting her strong academic and professional foundation in the field.
In her new role, Millwood is responsible for driving strategic human capital initiatives at NARA. This includes workforce planning, organisational development, and efforts to improve recruitment and retention. Her goal is to build an engaged and high-performing workforce that can support the organisation's mission objectives effectively.
